COVID-19 Service Updates and Facility Closures

As the situation with COVID-19 evolves, Northumberland County continues to take numerous precautions across our operations to prevent the spread of this virus. Our utmost concern is preserving the health and well-being of our residents and staff.  We encourage residents to postpone non-essential visits to our facilities. Consider instead contacting our staff by phone, or viewing our list of forms, applications and permits that can be completed online.

For residents attending a County facility, please note that visitors are required to wear a non-medical mask or face covering. This requirement is in alignment with the order issued by the Haliburton, Kawartha, Pine Ridge District Health Unit (HKPRDU), and includes the exemptions specified by the Health Unit.  Learn more about face mask requirements.

All County services not listed below continue to operate as usual. As this situation evolves, cancellations and closures may continue to be implemented. Please continue to monitor this page and the official County Facebook and Twitter accounts for updates.

Commissioner of Oaths

Commissioner of Oaths services are available at County Headquarters at 555 Courthouse Road, Cobourg. Please email the County Clerk ahead of time or call 905-372-3329 ext. 2238 or ext. 2259 to ensure that a Commissioner is available.

Community & Social Services 

The Community & Social Services team remains committed to supporting all tenants and clients as we navigate these stressful and changing times.

The Community and Social Services department remains open but encourages all non-emergency needs to be addressed using phone, email or text. If you are unsure how to contact your caseworker directly, please call our reception at 905-372-6846 or 1-800-354-7051.

Our document drop-box remains available 24-hours a day outside of the main doors at 555 Courthouse Road, Cobourg.

Community services

Walk-in services, including intakes and appointments, are available however we encourage you to phone or email for information wherever feasible. Scheduling meetings in advance is encouraged.

We are not able to visit you in the community (at your home, or the hubs) during this time. We will update this information as it changes.

Golden Plough Lodge Long-Term Care Home

As of the week of May 17, 2021, all consenting residents and staff of the Golden Plough Lodge, along with consenting Essential Caregivers, have been fully vaccinated against COVID-19. 

The Ministry of Long-Term Care has instructed that homes maintain restrictions including:

  • Two Essential Caregivers per resident, limited to one visiting at a time in the home
  • Two General Visitors at a time during regular visiting hours for outdoor visits on the home's property. General Visitors must be screened and wear a mask at all times. Two Essential Caregivers may also join this visit outdoors on GPL property, for a maximum of four visiting outdoors at one time. These visits must be scheduled ahead of time by calling 905-376-3978
  • Short Stay and Temporary Absences are now permitted for residents who are fully vaccinated.

Housing services

All rent payments should be made wherever possible by cheque or direct deposit. Please connect with your caseworker to learn more about your options to pay rent.

Applications and annual renewals for housing should be completed by mail, fax or email wherever possible.

Northumberland County Archives & Museum

NCAM is open to the public by appointment only. Research assistance for all public and municipal staff can continue to be requested via online form available at on our Archives page, or by sending an email to Northumberland County Archives Museum, or by phone at 1-800-354-7050 ext. 2242.

Northumberland County Forest

All trails in the Northumberland County Forest remain open to the public. Motorized trails in the County Forest opened for ATVing and off-road riding as of May 15, 2021.

Please note that washroom facilities in the County Forest remain closed at this time to ensure the safety of users and staff.

As a continued precaution to protect resident health and safety, please ensure you practice physical distancing when using forest trails, keeping a distance of 6 feet between you and other trail users, and stay home if you are feeling sick.

Ontario Works

Walk-in services including intakes are provided on a limited basis. Clients are encouraged to schedule an appointment in advance by phone (1-800-354-7051) or text (289-274-7869). Appointments will take place by phone wherever feasible.

  • Apply for Ontario Works online
  • Apply for Ontario Works by phone: call the provincial Intake and Benefits Administration Unit  to complete your application by phone. This service is available 8:30 a.m. to 5 p.m. Monday to Friday by calling 1-888-999-1142.  This process takes approximately one hour to complete.
  • Already in receipt of OW? Check your payment and file status through the Interactive Voice Response Line: 1-800-808-2268 (you will need your member ID number and PIN – if you aren’t set up for the IVR, you will need to contact your caseworker to activate)
  • Already in receipt of OW? Access information about your file and report changes to income, address, phone number online (you will need your Member ID number and a valid email address that you have confirmed with your caseworker in order to register)
  • To connect with your caseworker, call our office at 1-800-354-7051. You can also reach your caseworker by text at 289-274-7869. (Note: if you have not contacted your worker by text before, please identify your caseworker’s name and/or your name).

Provincial Offences Act matters (eg: traffic tickets)

The Ministry of the Attorney General has notified the public of changes to Provincial Offences Act (POA) proceedings in Ontario.

Notification of rescheduled court dates

All in-person Provincial Offences Act matters scheduled from March 16, 2020 through to and including March 5, 2021 were adjourned and rescheduled to a later date. This applies to all POA courts in Ontario.

Beginning January 25, 2021, Northumberland County POA Court Services began scheduling remote proceedings to occur through Zoom technology using telephone, audio and video means. A notice of your new court date, including notice of any such remote proceedings, will be sent to you by mail to the address on file with the court.

Unfortunately, due to the high volume of cases being rescheduled, we are unable to respond to telephone or email inquiries to confirm court dates, at this time. Please await the mailed notice and refer to this for your new court date.

To update your mailing address with Northumberland County POA Court Services, contact our office by accessing the information listed under the Tickets/Court Services section of our Contact Us page. 

If you need to speak with the Prosecutor or request a trial in relation to a ticket you have received, please select and sign option 3 on the ticket that you received from the officer and mail or email the completed notice to our office at the address indicated on the ticket or the email address provided. If you choose to email the notice, please scan both sides of the ticket to be included with your email.   

Tickets, fines and applications to the court

Administrative offices for POA matters in Northumberland, located at 860 William Street, Cobourg, have been closed to the public as a precaution against the spread of COVID-19. However, POA staff continue to provide administrative services such as processing of tickets, fines, and applications to the court.

Provincial Offences Act staff remain committed to providing a response to public inquiries within 48 hours of receipt or your message, whether by telephone or email.

The Business & Entrepreneurship Centre Northumberland

All in-person workshops and seminars have been postponed or transitioned to online, and client consultations are currently taking place by phone. The Factory (co-working space) is currently closed. Distribution of small business information, resources, tools and templates are available by calling 1-800-354-7050 ext. 6222, or by visiting becn.ca.

Waste operations

Weekly curbside collection continues as scheduled. The County encourages residents to make use of curbside services to dispose of their day-to-day waste, recyclables and green bin materials. 

Bag tag requirements

The requirement to place a bag tag on each bag of garbage set out for collection remains in place.

Requiring residents to partially pay for their garbage collection through a user fee system is an important part of waste diversion practices. User fees minimize the amount of garbage residents place out for collection by creating a financial incentive for people to participate in recycling, green bin, and leaf and yard waste collection programs, where there are no fees. This is essential for our community, as we seek to divert over 75% of residential waste in order to extend the life of the Brighton Landfill – our community’s only remaining active landfill – by an additional 4 to 5 years, until the year 2034/35.

Bag tags available for purchase online

In order to increase availability of online services and further promote physical distancing, Northumberland County has launched an online service for residents to purchase bag tags directly through the County website for home delivery. This service is available on a trial basis as the County assesses resident interest and uptake.  

Landfill and transfer stations (Community Recycling Centres)

All CRCs remain open during their regular days and hours of operation.

Restrictions remain in place at all CRCs to protect the health and safety of staff and customers during the COVID-19 pandemic. In addition to a requirement for physical distancing at all times, this includes:

Safe waste disposal

All household garbage must be in bags. Loose garbage in cans will not be collected. Please remember to put used masks, gloves, wipes, other types of medical waste and Kleenex in the garbage, not recycling.

Kitchen waste must be in a certified compostable bag, tied, in the green bin.

Household hazardous waste

Household Hazardous Waste (HHW) is now accepted at our Bewdley and Brighton Community Recycling Centres (CRC) during the following hours:

Bewdley CRC:

Tuesday and Saturday: 8:30 a.m. - 5:00 p.m.
Thursday: 9:30 a.m. - 5:00 p.m.

Brighton CRC:

Monday, Wednesday, and Saturday: 8:30 a.m. - 5:00 p.m.

The Seymour and Cobourg HHW depots will remain closed for the remainder of 2021.

Driver safety

Please practice social distancing around waste collection staff. While we know you may want to show your appreciation for the necessary and hard work they continue to do, please do so by giving the a wave or a smile, from at least six feet away.

County Council and Committee meetings 

In order to limit public gatherings as a precaution against the spread of COVID-19, Northumberland County Council and Committee meetings will be conducted virtually until further notice. Residents can tune into Council and Committee proceedings online via the County's YouTube channel

County facility closures and access restrictions

600 William Street, Cobourg - closed to the public

Administrative offices at this location include Economic Development, Tourism, Land-use Planning and Inspection services, Settlement Services, the Business & Entrepreneurship Centre, and Major Projects. Staff continue to operate from this location and are providing modified services.

  • As an additional precautionary measure, all visitors to the CRCs are asked to wear a mask at any point when they are outside of their vehicle. 

Material Recovery Facility - closed to the public

The Material Recovery Facility at 280 Edwardson Road, Grafton is closed to the public. Recycling operations continue at full capacity.

Provincial Offences offices - closed to the public
