Office of the CAO
The Chief Administrative Officer (CAO) is the only employee that reports directly to County Council. The role of the CAO is to provide professional advice to Council, act as the link between Council and staff, and ensure the proper implementation of Council decisions.

Our Communications team supports fulfillment of the County Strategic Plan and priorities through a coordinated and strategic approach to corporate communications. The goal is to support members of County Council and staff to effectively inform residents and stakeholders about County programs and services, and to foster public engagement with local government to help shape municipal priorities.

Finance
The Finance team is committed to being a key business partner by providing timely and accurate financial information, developing sustainable capital and operating budgets, managing accounts payable and accounts receivable effectively, minimizing expenditures, business case analysis, and mitigating risk.
The Finance department also includes our Court Services team, which acts as a responsive, expert resource to enforcement agencies and the public regarding protocols and processes related to the administration and prosecution of offences under Provincial Offences Act legislation and Northumberland County’s MOU with the Province.

Information Technology
The Information Technology team is responsible for:
- Providing strategic technology leadership and guidance to the County;
- Implementing best practices that optimize the efficiency and effectiveness of IT services to the County

Legal Services
Our Legal Services team is responsible for providing legal analysis and strategic advice to County staff and County Council, enhancing risk management, carrying out general legal matters, and serving as the liaison with external specialized law firms in order to ensure costs are minimized and risk are mitigated.

Long Term Care
The Golden Plough Lodge is our municipally-owned and operated long term care home. The Golden Plough Lodge has a long-established history of caring for others. Today, the Golden Plough Lodge serves others whose needs cannot be met in the community and require both personal care and nursing expertise. In 2024, a new state-of-the-art 180 bed facility will begin operation and replace the currently facility.

Northumberland Paramedics
The Northumberland Paramedics team provides emergency land ambulance services to the 90,437 residents of Northumberland and its visitors. Their Community Paramedicine team also provides non-emergency in-home care for vulnerable residents and seniors in the community. Our paramedics aspire to achieve the highest level of patient care using a combination of leadership, critical thinking, teamwork, and best practices in every challenge faced.

Public Works
Our multi-disciplined Public Works team delivers a wide range of municipal services with care and support:
- The Engineering team sets priorities and goals for the management of the Public Work assets.
- The Major Capital Projects team (MCP) supports large-scale projects along with technical staff such as architects, project engineers and construction inspectors.
- The GIS and Asset Management team is responsible for managing the County GIS through development and maintenance of the GIS database.
- Our Road Operations team is responsible for regional road maintenance needs, and for establishing and implementing effective strategies and programs to keep the roadways safe.
- Waste Services offered by Northumberland County include the collection, processing and transfer or disposal of residential and Industrial, Commercial, and Institutional (IC&I) garbage, organic waste, the composting of yard waste, and the management of household hazardous waste (HHW) and electronic waste.
- Our Facilities team provides advice and maintenance services to all County departments as well as the Northumberland County Housing Corporation.
