Notice of Completion for the Integrated Renewal of County Road 64
The County of Northumberland (the County) and the Municipality of Brighton (the Municipality) have completed a Schedule B Municipal Class Environmental Assessment (MCEA) for the Integrated Renewal of County Road 64. County Road 64/Prince Edward Street is an arterial road through Brighton, connecting to Prince Edward County and providing a primary north-south route for motorists, pedestrians, and cyclists in the Brighton urban area.
The project area was from Elizabeth Street, in downtown Brighton, to the Quinte West boundary at Stoney Point Road and was divided into two sections:
- Urban section (Elizabeth Street to Harbour Street): The preferred design included on-road bicycle lanes, upgraded sidewalks on both sides of Prince Edward Street, traffic calming features, intersection upgrades and rehabilitation or replacement of sewers and watermains.
- Rural section (Habour Street to Stoney Point Road): The preferred design included road resurfacing with paved shoulders and some culvert replacements.

In accordance with the MCEA, a Project File Report (PFR) has been prepared documenting the MCEA process carried out, and will be available for a 30-day comment period from April 14, 2025 to May 14, 2025, on the project website: https://joinin.northumberland.ca/.

In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study (i.e. requiring an comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g. require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester contact information and full name.
Requests should specify what kind of order is being requested (request for conditions or request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts on Aboriginal and treaty rights, and any information in support of the statements in the request. This will ensure that the ministry is able to efficiently begin reviewing the request. The request should be sent in writing or by email to:
