Notice of Public Information Centre #2 for the County Road 2 Master Drainage Plan Study

The County of Northumberland (County) is developing a Master Plan to identify a drainage plan for the overall study area (Figure 1). The County completed a Municipal Class Environmental Assessment (Municipal Class EA) for County Road 2 from Burnham/William Street in Cobourg to Hamilton Road in the Municipality of Port Hope that was approved by the MOECC in 2016, which recommended that a Master Drainage Plan (MDP) be developed for the Study Area. The intent of the MDP is to confirm existing and proposed drainage patterns as
well as future development plans in the study area, address existing flooding issues at the Unnamed Watercourse 07 East, and to develop future development targets for stormwater in the study area to assist developers, the County, Town of Cobourg and Hamilton Township with development review and approval.

This study is being conducted in accordance with the requirements for Master Plans of the Municipal Class Environmental Assessment (October 2000, as amended in 2007, 2011 and 2015). A Master Plan approach allows for long‐range planning that integrates infrastructure requirements for existing and future public needs. Master Plans examine an infrastructure system or group of related projects in order to outline a framework for planning multiple, future projects. This overarching planning approach recognizes that there are benefits to the process when comprehensive plans are undertaken for projects that have some common elements such as geography, function or environmental impact.

The first PIC was held on July 18th, 2018. With further studies, public feedback and agency comments the team has been working on the development of the Master Drainage Plan. The Master Plan document will be made available for public comment prior to being approved by the County. The preferred Master Plan alternative will recommend a variety of projects. For all projects that trigger the criteria of a Schedule B and C project, further documentation will be required at the project-specific level to fulfil the Municipal Class EA requirements.

Public and agency consultation is an important component of the Environmental Assessment process. Throughout the study, Northumberland County has been consulting with various agencies and members of the community. Any comments received during the study will be part of the decision making process.

As part of the study, a second Public Information Centre (PIC) is planned for Monday, June 17th from 5:00 to 7:00pm at the County of
Northumberland offices at 555 Courthouse Rd. This PIC will present the evaluation of alternative solutions and a draft preferred solution.
