Notice of Study Completion: Master Drainage Plan Municipal Class Environmental Assessment
The Corporation of the County of Northumberland has completed Approach 1 of the Master Planning process. As such, the Master Plan has served to provide background for a Schedule “B” and Schedule “C” Municipal Class Environmental Assessment (Class EA) for assessing drainage related issues and concerns for the areas draining to the Hamilton Unnamed 07 East tributary, in Northumberland County.
The preferred alternative, Alternative 3, identified through the Class EA process, is to convey existing flows to the outlet of the Hamilton Unnamed 07 East tributary based on the following key strategies:
- Runoff from Area B and County Road 2 will be controlled and released at current flow rates.
- Discharge from County Road 2 will be directed to Reach 8 and the New Amherst Storm sewer system in keeping with the New Amherst Stormwater Management Plan.
- Infiltration within Area B and County Road 2 will be achieved to match existing conditions.
- A new outlet will be created from Area B westerly to the existing wetland, subject to the implementation of a Schedule ‘B’ class EA.
- Reach 3 will require improvements using natural channel design principles to repair and prevent degradation, subject to the implementation of a Schedule ‘B’ class EA.
- Reach 4 will require improvements using natural channel design principles to increase capacity and prevent aggradation, subject to the implementation of a Schedule ‘B’ class EA.
- The capacity of the County Road 2 concrete box culvert will be increased.
- Reach 8 and Reach 10 will require improvements using natural channel design principles to repair degradation and aggradation, respectively, subject to the implementation of a Schedule ‘B’ class EA.
Through the Class EA process, mitigation frameworks were identified with respect to impacts to the natural environment and economic environment. The Class EA Project File will be made available for public comment during the 30-day public review period following the issuing of this Notice of Study Completion on the County’s website.

In addition, a request may be made to the Ministry of the Environment, Conservation and Parks for an order requiring a higher level of study (i.e. requiring an individual/comprehensive EA approval before being able to proceed), or that conditions be imposed (e.g. require further studies), only on the grounds that the requested order may prevent, mitigate or remedy adverse impacts on constitutionally protected Aboriginal and treaty rights. Requests on other grounds will not be considered. Requests should include the requester contact information and full name.
Requests should specify what kind of order is being requested (request for conditions or a request for an individual/comprehensive environmental assessment), how an order may prevent, mitigate or remedy potential adverse impacts on Aboriginal and treaty rights, and any information in support of the statements in the request. This will ensure that the ministry is able to efficiently begin reviewing the request.
