Notice: Signal timing changes at Elgin Street West and Ontario Street

On June 10, 2019, Northumberland County will be modifying the signal timing at the intersection of County Road 20 (Elgin Street West) and Ontario Street, located in the Town of Cobourg.

In 2016, the County completed the Transportation Master Plan (TMP) which identified this intersection as one of the top 10 intersections in the County for the highest collision rates. The County has since completed a study looking into the safety and operations of the intersection and as a result will be modifying the signal timing. This revision should help mitigate the risk of collisions between the eastbound and westbound through movements and the opposing left-turn movements.

The existing timing is a two-phase plan that operates as follows:

  • Phase 1: All eastbound and westbound traffic proceeds through the intersection at the same time.
  • Phase 2: All northbound and southbound traffic proceeds through the intersection at the same time.

The new timing will be a three-phase plan that operates as follows:

  • Phase 1: All eastbound traffic proceeds through the intersection.
  • Phase 2: All westbound traffic proceeds through the intersection.
  • Phase 3: All northbound and southbound traffic proceeds through the intersection at the same time.

The new signal plan will fully separate the eastbound and westbound traffic movements through the intersection, and thus will reduce the risk of collisions between the opposing movements.
