How we can help

We know that organizing and planning a fundraiser can be a big undertaking. After receiving your Third-Party Fundraising Application Form, we can support the success of your fundraiser in the following ways: 

Northumberland County can:

  • Acknowledge your direct contributions to the designated County program/service. Typically, there will be a formal media release issued by the County.
  • Provide an approved Northumberland County logo which you can use on your materials.
  • Help promote your event through Northumberland County’s website, social media channels and internal communication channels where and when appropriate.
  • Provide a letter of support to validate the authenticity of the event which you can share with potential sponsors or donors to assist you with your fundraising.
  • Provide advice on event timing, planning, and budgeting upon request.
  • Provide Tax Receipts in accordance with Canada Revenue Agency (CRA) legislation and Northumberland County guidelines (see our FAQ below for more details).

Northumberland County cannot: 

  • Advance funds, provide donor/staff lists, or solicit sponsors for Third Party Fundraising events.
  • Guarantee attendance of Northumberland County representatives at the fundraiser or event.
  • Apply for any licenses the event needs, such as bingo licenses, raffle licenses, etc.
  • Sell raffle or other tickets on your event’s behalf.
  • Assume any legal or financial liability associated with the event.

Terms and conditions

  • Northumberland County requires final approval for all event materials containing our logo or when referencing Northumberland County prior to any printing and/or distribution.
  • We request that event proceeds are sent to Northumberland County within 30 days of the event. Please submit a cheque payable to Northumberland County and specify the program it’s to support in the memo. Cheques can be mailed or delivered to the Northumberland County at: 555 Courthouse Road, Cobourg, ON K9A 5J6 Attn: Treasurer
  • For Tax Receipts to be issued if eligible, the required information must be received in the preferred format within 30 days of the event.
  • Fundraisers are responsible for ensuring adequate insurance for the event; Northumberland County is not responsible for any damage or accidents to persons or property.
  • Organizers are responsible for obtaining all necessary permits and licenses; Northumberland County will not assume any legal or financial liability.
  • Where requested, the organizers must provide proof that licenses, and insurance have been established prior to the event.
  • A fundraiser may designate their donation to the following: Area of Greatest Need; Business & Entrepreneurship Centre Northumberland; Food 4 All / Food Security; Golden Plough Lodge Long-Term Care Home; Northumberland Community Paramedicine; Northumberland County Archives & Museum; Northumberland County Defibrillator Program; Northumberland County Forest; Ontario Agri-Food Venture Centre.

Frequently asked questions 

What is a third-party community fundraiser?

A third-party fundraiser is a fundraising initiative organized and funded by an individual, group or organization in the community who wishes to raise money on behalf of Northumberland County. 

Examples of community fundraisers include: golf tournaments, personal challenges, lemonade stands, sport tournaments.

I would like a Northumberland County Council member or staff representative to attend my event. How do I go about making that request?

We appreciate your interest in fundraising for a County program or service for the community and will strive to support the success of your event by having a council or staff member attend your event, upon request. 

Please send your written request via email at least 5 weeks in advance of your event. Please note that efforts will be made to accommodate your request, attendance cannot be guaranteed. 

Can I offer Charitable Donation Receipts for my event?

Northumberland County can provide Tax Receipts, so long as:
  1. The eligible amount of the donation is $25.00 or greater.
  2. The Tax Receipt is being issued to the person who made the donation OR where the person issuing the cumulative cheque to Northumberland County has acted as a donation collector and has provided a completed and legible Tax Receipt Log along with the donation cheque.
  3. You provide a complete and legible list of donors on the Charitable Donation Receipt Log.

The following information needs to be completed in the Charitable Donation Receipt Log:

  • First and last name
  • Address, including city and postal code
  • Telephone Number
  • Email
  • Amount Charitable Donation Receipt to be issued for

I would like to run a raffle at my event. Do I need a license?

Gaming and lotteries including bingos, 50/50 draws, gambling, raffles or games of chance require permits.

Please visit the Alcohol and Gaming Commission of Ontario's website for more information.

Northumberland County cannot apply for a license on behalf of a community fundraiser.

How do I get a Charitable Donation Receipt for my sponsors?

Sponsorships are not eligible for a Tax Receipt, as the sponsor receives advertising, marketing or promotional value and therefore the payment is not a gift. Instead, sponsors can receive a business acknowledgment letter for the value of their sponsorship, which can be used to support business expenses.

Upon request, a business acknowledgment letter can be sent to your sponsors on behalf of Northumberland County.

Please email us a copy of the sponsorship invoice. Please anticipate 4-6 weeks for processing.
