Who Does What in Government Services
In Canada, government operates at three or four different levels, depending on the municipality you live in. Each level is responsible for specific areas of policy and services. In Northumberland, our levels of government include:
- Federal government (Canada)
- Provincial government (Ontario)
- County government (Northumberland County)
- Municipal governments located within the County (Towns, Townships, and Municipalities)
Understanding these levels of government and their roles will help you to better navigate the programs and services that impact daily life.
Federal government (Canada)
The federal government manages national issues that affect the entire country. This level of government creates laws, policies, and programs that apply to all Canadians.
The Prime Minister of Canada, the head of the federal government, is supported by the Cabinet — a body of ministerial advisors that set policies and priorities for the country.
Locally, the federal government is represented by a Member of Parliament (MP) — an elected member of the House of Commons of Canada that represents our local region.

Provincial Government (Ontario)
The provincial government of Ontario is responsible for managing provincial policies and services that directly affect residents of Ontario.
The head of the Province of Ontario is the Premier of Ontario. The Premier works with the Cabinet Ministers to develop policies and set priorities for Ontario.
Locally, the provincial government is represented by a Member of Provincial Parliament (MPP) — an elected member of the Legislative Assembly of Ontario that represents our local region.

County Government (Northumberland County)
Northumberland County is an upper-tier level of municipal government that is responsible for services that benefit residents across our seven distinct, yet complementary member municipalities.
Northumberland County Council is comprised of the elected mayors of each of the seven municipalities in Northumberland. The Warden is the head of County Council and is elected each year by fellow County Councillors.

Municipal Governments
Each of the seven municipalities within Northumberland County are responsible for delivering local services, specifically for residents in their municipality. These governments manage community-level programs and regulations.
Each municipality in Northumberland County has an elected mayor and council. The Mayor of each municipality also participates as a Councillor on Northumberland County Council.
