Attending Council and Committees
The public is welcome to attend Northumberland County Council and Standing Committee meetings in one of the following ways:
- Join in-person in Council Chambers, located at 555 Courthouse Road, Cobourg
- Watch a livestream by visiting our Council and Committees page
- Join online using Zoom
- Join by phone using Zoom

Attending Standing Committee Meetings
Northumberland County has six Standing Committees:
- Community Health
- Corporate Support
- Economic Development, Tourism & Planning
- Finance & Audit
- Public Works
- Social Services
Committee business is conducted in open session as much as possible except for closed session matters as per the Municipal Act, Section 239.
Speaking at a Standing Committee meeting
Anyone wishing to speak at a Standing Committee meeting regarding an item on the agenda should contact the County Clerk. Alternatively, verbal delegations relating to agenda items will be heard at the meeting without pre-registering. Delegations are limited to a maximum of 10 minutes and a maximum of two individuals per delegation.

Attending County Council
Council generally meets on the third Wednesday of each month, with some exceptions. Open session begins at 9:30 a.m. in Council Chambers at 555 Courthouse Road in Cobourg.
Council business is conducted in open session as much as possible with the exception of closed session matters as per the Municipal Act, Section 239. Any person may fill out the Request for Investigation of a Closed Meeting form to see if Council met in closed session for a valid, legal reason.
Speaking at a County Council meeting
To address Council on an item of business listed on Council agendas or Standing Committee agendas, the requester should attend the relevant Standing Committee meeting as a delegation.
Delegations to Council may be heard if the matter does not relate to Standing Committee business (for example, a community group that wishes to provide general information to Council). The Clerk’s office will determine if a delegation request will be forwarded to a Standing Committee, or directly to Council.
